A literature review is presented of client outcome measures in rehabilitation programs for the physically disabled in Canada and the United States. Following an introduction to the changing need for program evaluations and accountability, articles dealing with the traditional outcome measurement system are reviewed that deal with the traditional criterion used to measure program success, i.e., whether clients can obtain gainful employment following participation in a rehabilitation program. The need for new evaluation measurement systems, brought about by changes in the goals and philosophies of rehabilitation, is addressed in a review of new outcome measures that encompass a broad spectrum of issues, including physical functioning, independent living, recreation and leisure, emotional stability, psychosocial development, educational advancement, and vocational potential. Numerous examples of recently developed rehabilitation measurement systems and evaluation research projects are also provided along with comments and critiques of the more promising developments.
