The Role of the Independent Living Counselor.

This publication addresses the advocacy, counseling, and case management skills needed by the independent living counselor and includes a case management tool which underscores the importance of needs assessment, goal setting, and program monitoring. Based on a review of pertinent literature, the booklet contains five sections. The first secion details the independent living philosophy. This section is followed by sections describing the human and legal rights of handicapped persons and the communications skills needed by counselors. The fourth, and major, section of the publication explains case management skills needed by the counselor. According to this section, the counselor must be a case finder; needs analyst; service arranger, provider, and coordinator; goal attainment specialist; and support system designer. A case management form for independent living counseling is provided. The final section of the publication contains conclusions about the counselor role derived from the research effort and recommendations of how the counselor can fulfill them. (KC)
