The third and final phase of a three-year project to develop state-studies materials for Virginia is described in this report. The third phase involved continued pilot testing of fourth-grade materials, development of drafts of seventh-grade materials, and exploration of plans for dissemination. The report comprises six chapters. Chapter 1 reviews the project's background, describes the goals of each phase, and identifies evaluation methodology for each phase. Chapter 2 gives a descriptive content analysis of the complete fourth-grade Virginia Studies Program and the draft of seventh-grade materials. Chapter 3 reviews procedures and findings of state piloting of the fourth-grade materials. Chapter 4 considers the Virginia Studies curriculum development cycle as a model stressing interagency cooperative planning and major involvement by teachers in the writing process. Chapter 5 discusses aspects of dissemination of sample materials and establishment of a mechanism for continuous availability of the materials. The concise summary in chapter 6 gives a complete overview of the project's successful three-year evolution. (AV)
