The 1979-80 results of a building utilization study of Toledo, Ohio, public elementary schools are presented in this report. An evaluation instrument created for the study provided a means of ranking the schools in each of eight general areas: educational adequacy, operating costs, current and projected enrollment, environment, alternate use, modernization potential, capacity, and traffic and safety. Space, sanitation, utility and special services facilities were assessed to determine each school's compliance with accepted standards for educational adequacy. School ratings for modernization potential considered such factors as the age, condition and usage of the structure, aesthetics, renovation complexity, code compliance and access for handicapped. Information is recorded in the form of tables, graphs and charts. (JCD)
