This fourth report of the Desegregation Monitoring and Advisory Committee examines the problems in the implementation of a desegregation plan for the St. Louis, Missouri public schools. The organizational role of administrative and volunteer personnel and the process of obtaining information through school visitation is discussed. Problems of meeting and exceeding target enrollments, delays in implementing specialized, enrichment and developmental programs in some schools, and the lack of effective enrollment reporting procedures are examined. Also discussed are problems and reforms in the school transportation system, (such as measures to relieve overcrowding), and the lack of adequate teaching space for special education students. Appendices include a list of reports requested by the committee; student enrollment data for special education classes according to school, area of exceptionality, and race; and information on the number of available teaching positions arranged by region, school and subject area.
