This paper discusses the important link between social stucture and communications systems and explores some of the practical policy implications resulting from this relationship. First, the concept of social structure as the basis of a pattern of communication is clarified. Then, one paradigm of communication structure typical of many Third World countries is analyzed and the criteria for communications policy implied in this structural process is summarized. Finally, an examination of the evidence of the importance of the "intermediate media" such as local public-service radio provides an example of the application of structural criteria in selecting alternative communications strategies.
