Disciplinary Alternatives for an Urban School District.

This paper describes a project that was conducted in six Norfolk, Virginia, public secondary schools to explore the problems associated with the disproportionate involvement of black student in disciplinary actions. The paper also relates the project's efforts to implement changes in the school system that the research activities indicated might be successful in reducing the number of black students involved in disciplinary actions. Background information on the school system is presented, and research activities that covered classroom organization, instructional techniques, school environment, the disciplinary atmosphere, and discipline programs and procedures are described. Findings and conclusions are outlined. Various programs designed in response to the initial research are discussed along with preliminary research and evaluation data concerning their effectiveness. These programs include: (1) a "Student Intervention Continuum" which focused on student motivation and self concept; (2) high schools; (3) a program of student leadership workshops and racism seminars; and (4) a process for developing parental involvement programs.
