Evaluation is data gathering, analysis, and interpretation that leads to decisions about practices and goals. Relatively simple analytical techniques can suffice for many evaluation purposes. Evaluation of inservice education may be viewed as an operating system where input is provided, processes are implemented, and products are generated. When few factors are being considered for evaluation, tabular analytical techniques and branching diagram analysis techniques are manageable and practical. The branching diagrams use the input-process-product sequence, and can be used with questionnaire data in a variety of circumstances. Most evaluation findings lead to plausible action decisions, because they reflect a specific operation. (FG)
