In response to legislative mandate, this study: (1) investigates the need for the California Community and Junior College Association (CCJCA); (2) examines the functions of the CCJCA as a publicly funded agency; and (3) assesses the appropriateness of placing the governance of community college intercollegiate athletics under the authority of the CCJCA and requiring institutions to pay dues to CCJCA in order to participate in athletic events. Part I of the three-part study report details methodology, which involved a review of the literature and surveys of and interviews with college administrators, trustees, students, and faculty, and outlines summary recommendations. Part II examines the history of the CCJCA; its current status in terms of mission, organizational structure, finances, and dues structure; and survey responses concerning the perceived need for and functions of the CCJCA. Part III details findings related to the appropriateness of linking CCJCA's athletic sanctioning function with its legislative advocacy role. The survey instrument, interview schedule, a copy of the constitution and bylaws of the CCJCA, documents related to the proposed reorganization of the CCJCA Commission on Athletics, and membership dues information are appended.
