Organizational Frame Analysis: A Case Study.

Organizational frame analysis may provide a useful alternative to traditional organizational theory, which focuses on organizations as goal-meeting structures. According to Elkind, "frames are the set of implicit rules, expectancies, and understandings that regulate social behavior in repetitive situations." While frames are normally conceived of as affecting individuals' role perceptions and actions, expectations also exist regarding the behavior of organizations. The organizational trauma surrounding a court-ordered desegregation plan involving the consolidation of eleven urban and suburban school districts into one larger district provided data for a case study of organizational framing processes. The study showed that the various parties involved in the decision-making process tended to be caught in their own "framing" of events, resulting in frame ambiguity and frame conflict. (Author/PGD)
