This report is one of the products of the knowledge development effort implemented under the mandate of the Youth Employment and Demonstration Projects Act of 1977 (YEDPA). It describes an aspect of the Comprehensive Employment and Training Act (CETA) program--the personal characteristics, economic backgrounds, and pre-CETA year experiences of participants under the age of 22 newly enrolled in CETA programs during October 1977 through September 1978. Chapters 1 and 2 of the report present a summary and highlights of the report, and background information on the CETA program. Chapter 3 of the report presents a comprehensive section on total enrollment in all CETA programs followed by a discussion of new enrollment totals for persons under the age of 22 in the various initial program assignments and by each title of funding. Enrollment data are presented for fiscal years 1977 and 1978. In addition, enrollees' levels of satisfaction with CETA are described. Chapter 4 presents the personal and economic bacground characteristics of new enrollees, while Chapter 5 describes their pre-CETA year experiences. Data on enrollee groups of special interest are summarized in Chapter 6. A glossary is also included. (KC)
