In 1979-1980, New York City's Native American Education Program (serving approximately 455 students) was maintained so that objectives were achieved, and sometimes surpassed, despite a number of obstacles (budgetary shortages, attendance drop, hazardous and inaccessible new location). Expectations were exceeded in the area of school and home visits. Staff development was enhanced, as staff worked closely with teachers, students and media producers to ensure the fair and factual treatment of Native Americans in the media and in classroom experiences. A satellite program was initiated, and a 3-week mini course in Native American History/Culture was held at a school in Brooklyn. The staff adopted previous recommendations for program improvement. A needs assessment study was completed, and next year's program was planned to eliminate some obstacles and compensate for those remaining. Objectives were written to be specific, measurable and achievable; the budget was designed to best facilitate the objectives. Recommendations for next year were to: expand the satellite class program; employ a curriculum specialist; arrange for more adequate space and/or a strong communication/referral network; attempt to measure program impact; employ part time tutors early in the program.
