This summary report of the Governor's Conference in Colorado which preceded the White House Conference on Library and Information Services provides brief descriptions of such pre-conference activities as regional meetings, "speak-outs" on local issues, and the preparation of position papers by professional library groups, as well as an overview of the state convention. Opening addresses are summarized; six topics that were considered by discussion groups are identified; conference exhibits are listed; and procedures for delegate selection and the submission, processing, and reporting of resolutions are outlined. Conference delegates adopted 24 resolutions for submission to the national conference; eight were concerned with access; three each related to cooperative activities, educational programs, and federal government responsibilities; two recommended specific state library services; and five were miscellaneous. These resolutions are presented together with a statement of the relevant issue and policy recommendations. The results of a participant evaluation of the conference are reported; and appendices include Governor Richard D. Lamm's Proclamation, a guide for discussion leaders and reporters at regional conferences, criteria for selection of delegates, a delegate nomination form, and a list of planning committee members.
