Utilizing a computerized model, this paper presents a five-year financial plan for the board of education in North York (Ontario). The model assumes that the present organizational structure and policies of the board will continue and that a zero inflation rate will prevail for the next five years. It assesses financial implications for the future under stable as well as changing circumstances. The factor most likely to affect financial planning is that of declining enrollment, which necessitates consequent reductions in teaching staff, supply and equipment, support services, and provincial grants. The model's strength comes from its ability to consider "what if" questions and to determine the impact of a particular course of action compared to the status quo. The limitations of the model are its representation of approximate conditions rather than actual dollar savings or costs, and its assumption of specific interrelationships of major variables that may not be compatible with all financial operations.
