A survey of 484 members of the California Community and Junior College Association (CCJCA) Delegate Assembly was conducted in Spring 1979 to: (1) identify the critical issues facing California public community colleges in the 1980's; (2) determine the different perceptions of students, teachers, and administrators with regard to the identified issues; and (3) compare the identified issues with those perceived as critical in the 1965 Peterson CCJCA study. The survey instrument listed 56 items in the areas of mission, instruction, student services, curriculum, staff, facilities, governance, and finance. Respondents were asked to evaluate the chance each item had of becoming a critical issue in the 1980's. Responses from 68 trustees, 102 adminstrators, 88 faculty members, and 43 students indicate that the ten most critical issues related to state agency role, tuition, finance parameters, adult basic education, collective bargaining, reduction in force procedures, student retention, enrollment projections, developmental education, and equalization of faculty salaries. The study report analyzes differences in the perceptions of the respondent groups and compares findings with the Peterson results. Clive Grafton's response to this report is appended, in which he notes, among other items, the low ranking of curricular items by respondents, their concern for immediate problems, and conflicts with the findings of regional or national studies.
