This document reports the long range planning for library construction and library service improvement in South Carolina. Prepared by the state library in accordance with federal legislative requirements, it reports goals, objectives, and implementation measures in the areas of the state library agency, public library service, institutional library service, service to the blind and physically handicapped, and interlibrary cooperation. A brief summary of activities in each of the areas in 1979-80 is included, as well as amendments to the 1979 program and information on the dissemination of information concerning the program. (RAA)
