Responses of England, Germany and Switzerland to Declining School Enrolments.

Results of interviews with educators in England, Germany, and Switzerland are combined with statistical data in this study of the effects of declining enrollment and the development of multicultural programs in those countries. In all three countries, the author encountered a prevailing resistance to program change in the face of declining enrollment. The extreme importance assigned to the role of the school, the sanctified position of the teacher, and the concept of education as panacea all contribute to a welcoming of declining enrollment as an opportunity to upgrade education at all levels. The study reveals that none of the countries in the sample contemplate firing teachers or increasing the student/teacher ratio. All are moving towards more comprehensive and egalitarian secondary schooling, which, coupled with an expansion of the kindergarten program, is serving to offset the effects of declining enrollment. Multicultural programming in the sample is shown to consist of little more than language training. In conclusion, the author compares Ontario's educational system to those observed and makes recommendations concerning public relations, funding, teacher training, and school closure. (Author/WD)
