A summary of issues and options in the supply of and demand for teacher education provides the background for this study. The FLEXOR* Teacher Education Analytical Model is used to examine the effects of environmental factors and policy decisions on Ontario's teacher training institutions in the next 20 years. The simulation models utilize such variables as the ratio of students enrolled to graduates hired, the inservice training proportion, the student/faculty ratio, faculty turnover rates, average faculty salary, yearly operating cost changes, inservice/preservice cost ratio, cost per student, and cost per graduate hired. The simulations indicate that 1980-84 represents a low phase of cyclic activity and is, consequently, inappropriate for use in planning for allocation of resources. The data for 1986-87 provide more reasonable target values for planning purposes. The authors recommend that careful study precede any consideration of school closure. The long term simulation model suggests that the percentage of new teachers hired will maintain vitality in the teaching force and provide opportunities for new, young teachers. (Author/WD)
