The Effects of Declining Enrolment on School Objectives and Programs.

A survey of all Ontario's school boards and a random sample of 1,062 teachers was used to assess the effects of declining enrollment on the capability of school boards to offer programs of recognized quality. School boards were provided actual and projected enrollment figures on which to base their responses. While only one third of the boards has noted a significant effect of declining enrollment on curricular and instructional components over the past three years, two thirds of the boards expect a moderate or major effect over the next five years. In general, smaller schools have been experiencing more severe problems as a result of pupil reduction. The report provides substantial information on the expectations, over the next five years, of school boards and teachers regarding district organization, reduction in staff, community reaction to program changes, and increases or decreases in curriculum management program practices. In addition, it offers ideas for offsetting program effects of declining enrollment. (Author/WD)
