A sample of 11 school boards in Ontario forms the data base for this study, which embraces several objectives: the identification and analysis of current policies, of strategies being employed or developed, of possible alternative policies and strategies, and of constraints faced by boards in coping with declining enrollment. The data reveal that most boards have found it necessary in facing decline to develop new policies or modify existing ones to provide an organizational basis for decisions on school accommodations, personnel, and programs. The report indicates that constraints are placed on school boards by the community and by the government and its ministry of education. Rather than attaching blame to the government, the author argues that attention should be given to the redefinition of educational goals within the context of limited resources. While the study does not provide a clear model to follow, possible strategies for adjusting to decline include reduction of the central office staff, elimination of families of schools to reduce supervisory personnel, shifting of coordinator and consultant functions to the school level, and radical restructuring of the school boards.
