Oregon Senate Bill 354 has required each school district in Oregon to develop a teacher evaluation plan that would include job descriptions, performance standards, observations, postevaluation, and a written program of assistance, if needed. The Beginning Teacher Evaluation Study (BTES) has drawn some conclusions about teacher effectiveness that were helpful in establishing an evaluation plan in Salem (Oregon). The Salem plan is based on performance standards and job descriptions. The writing of performance goals is accomplished through a joint effort of teacher and evaluator. The plan requires more extensive observations (both formal and informal) for all teachers than the state mandates. Staff meetings, which included a short slide/tape presentation, preceded implementation of the plan. In addition, the district has chosen a group of "master teachers" to help others improve their teaching methods and has initiated a 15-20 hour inservice program for evaluators. Final judgments and comments on evaluation are reserved for the principals.
