This document is the final report of an evaluation of Elementary Secondary Education Act Title I programs for neglected or delinquent youth in State institutions. The report summarizes the cumulative findings and each of the activities that constituted different phases of the evaluation. This report and the evaluation itself were organized around six questions: (1) How is the Title I program operating in its environment? (2) What is the impact of the Title I program on student participation? (3) What are the characteristics of basic skills programs that have demonstrated some success in correctional settings? (4) What factors impede the realization of Title I objectives? (5) What are the experiences of students after they are released from institutions? and (6) How may future Title I evaluations at the institutional and State levels be most fruitfully conducted? Summaries of the methods used for each phase and substudy of the evaluation are appended. (Author/MK)
