Individually Guided Education (IGE) is a complex instructional system intended to enable the elementary school to provide an environment where students learn at a rate and in a manner appropriate to their learning styles. This desriptive study concerns the implementation of the Pre-Reading Skills Program (PRS) which was created to be compatible with the IGE system. PRS was developed to prevent reading failure by teaching children skills that are necessary for successful beginning reading. The five skills are Letter Order, Letter Orientation, Word Detail, Sound Matching, and Sound Blending. The program was carried out at three IGE schools. Data were collected through tests on general objectives of the program, observations, teacher logs, and interviews. Profiles by school on means of instruction (pacing, grouping, materials, and interactions), time use (allocated, available, and engaged time), and achievement provide a basis for discussing the relationships among variables.
