Problems of collective bargaining for the University of Wisconsin (UW) system and proposed solutions are considered, based on the efforts of a task force representing the various components of the system. Background information and a summary of the conclusions and recommendations of the resulting 1975 report are included. Major issues include the following: Is collective bargaining compatible with higher education and should bargaining rights be extended to faculty and academic staff? What subjects of bargaining should be permitted with faculty and academic staff? What new policies would be required in collective bargaining legislation to guide the relationships among the board of regents, administration, and faculty and academic staff? What principles and practices are essential components of the UW System that should be maintained in collective bargaining arrangements? Among the conclusions were that a collective bargaining system should protect the unique features of shared governance, and that it should be based upon a recognition of the dual role of faculty as employees and professionals. Appendices include information on legislation, statements from national authorities and campus individuals, and a model employment labor relations act for faculty in a public higher education institution.
