This document reports research focusing on physical therapists and physical therapist assistant role delineation refinement and verification; entry-level role determinations; and translation of these roles into an examination development protocol and examination blueprint specifications. Following an introduction, section 2 describes the survey approach and analysis plan, including use of multivariance analysis technique and a balance of expert judgment with empirical data (survey among practitioners) for selecting entry-level roles. It also presents the refined and verified entry-level role delineations (competencies) as adapted from Competencies in Physical Therapy: An Analysis of Practice (1). They comprise almost 200 pages of the report. Validation of the entry-level decisions through data analysis is addressed. Section 3 presents an examination development and validation protocol for translating the entry-level role delineations into blueprints for developing competency-based, criterion-reference-scored licensure examinations. Section 4 discusses problems and issues related to study methods and includes recommendations for resolving them. Section 5 presents recommendations for further use of study results. Appendixes, amounting to approximately one-third of the report, include a glossary, surveys and questionnaires, and supplemental papers on selecting entry level competencies, instrument selection, blueprint development, and blueprint validation.
