Some aspects of organizational theory often ignored by the evaluation literature are examined. The evaluator must utilize a knowledge of organizations to examine his/her position as an evaluator, and implement that role definition. There are dangers in defining the evaluator's role as that of technician; it is more beneficial for the evaluator to utilize critical intelligence and define his or her role as scholar-technician. Most important is the problem of the evaluator's effectiveness and value to the organization and its evaluation process. One way to increase effectiveness is to broaden the definition of the evaluator's role and to gain an enhanced understanding of the organization. (Author/GK)
