Private College Participation in Planning and Program Review Activities of Forty-Five State-Level Higher Education Agencies.

The long-range planning and program review policies and practices of state-level higher education agencies and the extent and kind of private college participation in these processes were investigated. A survey was administered by telephone to the executive directors of 45 state-level higher education agencies, to the executive directors of 37 private college state associations, and to eight private college presidents. Findings indicated that operating relationships with private colleges had been developed by a substantial number of state agencies in the areas of long-range planning and public college new program review. Private college participation was identified in approximately half of the states for both activities. Participation methods varied but formative approaches were in the majority for long-range planning while reactive strategies were utilized to a greater extent in public college new program reviews. Private college participation in the review of existing programs in public colleges was occurring in a relatively small number of states. A substantial number of the state agencies were conducting such reviews (34 of 45), but private colleges were formally involved in only eight instances. Public institutions were concerned that private colleges were frequently asked to help review public college programs without reciprocal opportunities being extended to public colleges. Information is presented on methods used to secure private college participation in state agency planning and reviews. A bibliography is included. (SW)
