Management, Governance and Leadership: A Guide for College and University Administrators.
Millett, John D.
Perspectives on management, governance, and leadership of the university are presented. The following organizational characteristics are discussed: sense of purpose, work specialization, work technology, pattern of cooperation, pattern of management, pattern of governance, and pattern of leadership. The following purposes of American colleges and universities are examined: instruction, research, creative activity, public service, educational justice, and constructive criticism (the self-renewal of social institutions). Types of programs by which the purposes of higher education are realized are outlined, as are structural units of higher education. Statements of mission of a college or university influence organizational structure, program objectives, and program performance. Essentials of mission with regard to instruction, research, public service, orientation, access, enrollment size and characteristics, quality, and resources are discussed. The management structure of the university is examined in terms of the various administrative positions and their respective responsibilities. The following four basic components of the management process are analyzed: work planning, work performance, work resources, and work evaluation. University governance is considered in relation to the roles of the president, faculty members, students, other staff members, alumni, and the university council. Dimensions of the role of presidential leadership in a university, problems of presidential leadership, and collective leadership are considered. (SW)
