The document describes a project to initiate effective services for hearing impaired developmentally disabled (HIDD) individuals, thereby contributing to their deinstitutionalization. An introductory chapter presents the background for establishment of the regional demonstration center at the University of Arizona. Chapter 2 addresses general and specific project objectives, problem areas, hypothesis and expected results or benefits, methodology, and projected functions. Chapter 3 focuses on administrative aspects of the project. A fourth chapter presents a description of the initial service, research, and training activities of the project. Also discussed are the apparent reasons why so little has actually occurred in the past regarding the establishment of special services. A fifth chapter offers descriptive population information on HIDD persons, while a sixth chapter gives an overview of the project's service activities (which include casefinding and referral, audiological screening and assessment, counseling, parent education, sheltered residential living/training, and prevention). Chapter 7 reviews several models that can be used in reorganizing services for HIDD children and adults. A model for the analysis of school and agency services is detailed in an eighth chapter, followed by a chapter which reports problems in the area of personnel preparation at the degree level. Chapter 10 describes the need for short term inservice training, what the project has accomplished in this area, and the models for short term training the project has developed. Publications and related dissemination activities of the model demonstration program are listed in Chapter 11. Chapter 12 offers information and sample letters relating to assessment of the program. Future recommendations for services, research, and training are outlined in a final chapter. Among appendixes are sample forms, an independent living skills inventory, an outline for a graduate level introductory course on hearing impairment and the developmental disabilities, and a report by J.
