Policy About Policy: Some Thoughts and Projections.

In order to perform their proper functions without getting sidetracked by administrative details, school boards must establish a policy about policy. More is required than a set of rules codifying existing procedures. A school board must consider the educational focus of its decision-making responsibilities, the political factors affecting its policy-making, its legal role and responsibilities, and any other relevant factors before determining what kind of policy development processes are most likely to prove successful. Whole new notions of local school governance may result. This document offers 12 proposals that could help boards make policy about policy. These proposals concern the necessity for formal statement of policy, the establishment of educational policy as the primary focus of the board, frequency of policy-making work sessions, preparation of policy-making agendas years in advance, the length of superintendents' contracts, definition of evaluation criteria for superintendents, shifting of collective bargaining responsibilities to the state level, representation of professional educators on the school board, utilization of a disciplined framework for policy enunciation, training of board members and executive staffs in policy development processes, and sustained involvement of students, parents, citizens, and educators in policy development processes.
