This collection of program goals and subject matter taxonomies was produced by the Tri-County (Oregon) Goal Development Project in response to requests that the project make available in one volume those sections of the course goal collections that are most useful for broad-based planning and decision-making. Program goals and course goals differ only in their level of generality, with program goals describing broad outcomes and course goals more specific outcomes. They also differ in the type of planning for which they are suited. Program goals serve as guides to planning and organizing programs at district and area levels. Course goals serve as guides to planning courses in schools and departments. While program and course goals specify general and specific measurable learning outcomes, they differ from behavioral objectives, which specify the methods of measurement as well as the desired outcomes, and performance objectives, which add prerequisites and proficiency levels to the specifications. The program goals and taxonomies are in 13 basic subject areas (art, biological and physical science, business education, computer education, health education, home economics, industrial education, language arts, mathematics, music, physical education, second language, and social science).
