There are two related aspects in this study. First, the levels of professional staff resources are examined in terms of two key characteristics of local districts--property wealth per pupil and district type or location. Second, the changes in staff resources that may be occurring are examined. In order to determine if cutbacks are occurring, the types of resources and services being reduced or improved, and the types of districts improving or reducing resources and services, the professional staff per 1,000 students in the various types of districts in the 1975-76 school year were compared with their service levels in 1977-78. Among the findings were that pupils in the higher wealth school districts outside of New York City have the benefit of professional staff services (in most staff categories) well above the norm for other districts although these districts have only 15 percent of the state's total aidable pupil units; New York City and the low-wealth suburban New York City area districts have the lowest staff ratios in most categories; and the variations in staff ratios among districts outside of New York City, in certain wealth categories, are more a function of district type than of wealth.
