The College of Education of the University of Toledo designed a competency-based teacher education (CBTE) program in 1968-69 and began the implementation of that program in 1970. The total CBTE program is based upon a predetermined set of specific behaviors to be mastered, and includes a Teacher Education Center as a coordinating, materials and resource service. The initial stage of evaluation of the program involved the identification of competencies as reflected in the behavioral objectives of the instructional modules. In order to measure the demonstration of these competencies, two observation systems were used: The Teacher Performance Assessment Instrument (TPAI) and the Georgia Assessment of Teacher Effectiveness (GATE). Data were obtained from the observation of University of Toledo student teachers, student teachers from Georgia State University and Georgia College, and experienced teachers. The results were factor analyzed, and an analysis of variance was performed. The University of Toledo student teachers scored well above the midpoint on the TPAI, and their scores on the GATE were more like those of experienced teachers than student teachers from other colleges.
