This project's primary concern is the encouragement of citizen participation in the public decision-making processes affecting Lake Michigan. This course manual was designed to serve a dual function: (1) to provide a reference source in the form of curriculum materials for trainees admitted to the program; and (2) to document some of the most critical issues confronting Lake Michigan as seen by various authorities from both the private and public sector in the area of environmental management.
