The manual is designed to assist both experienced and inexperienced Oregon Migrant Education recruiters in completing the entire range of tasks that they may encounter on the job and to provide an overview of the total job situation. The manual presents information regarding: identification; recruitment; eligibility; definitions; the national Migrant Student Record Transfer System; and U. S. Office of Education (USOE) policy, including a question-and-answer section on program eligibility using actual cases and USOE opinions. A section about home-school consultants explains the job's role, responsibilities, duties, and general and specific assignments. A section on recruitment includes recruiting techniques; tips on how to deal with families, schools, and the community; and information about the enrollment procedure. A copy of the Certificate of Student Eligibility is included with instructions for its completion. The responsibilities of state education agencies, local educational agencies, and recruiters are summarized. A glossary is provided. (SB)
