Summarized are responses to questionnaires prepared by the United States General Accounting Office (GAO) and mailed to state-level environmental agency administrators. Also included in this survey are state program directors responsible for administering the Clean Air Act; the Federal Insecticide, Fungicide and Rodenticide Act; the Clean Water Act; the Resource Conservation and Recovery Act; and the Safe Water Drinking Act. Each section of this report contains a copy of the questionnaire together with a compilation of responses. These data are being used as the basis for a GAO report on the managerial obstacles that states face when implementing federal environmental programs. (Author/WB)
