Standards for Tests and Test Use. National Consortium on Testing Staff Circular No. 3.

With the intent of spurring discussion and raising important issues about the topic of test standards, this circular serves primarily as a resource document for member organizations of the National Consortium on Testing (NCT). Additionally, it identifies the broad changes which have evolved since 1953 regarding ethical and technical standards for testing. The most apparent change in the two sets of standards is that while the ethical standards have diminished in number, the technical standards have multiplied and their rate of change is accelerating faster than the ethical standards. Specific issues arising from this review include: (1) the emphasis on related validity; (2) the change in emphasis from that of correlation coefficients to that of standard error as the most useful measure of test reliability; (3) the inclusion of a section on standards for test use in the 1974 revision; (4) the conflict between test-takers' rights and test security; and, (5) the relationship between professional standards and public practice.
