This manual for administrators and teachers describes The Reading Tests for New York State Elementary Schools. The tests, utilizing the Degrees of Reading Power methodology, are designed to measure the most difficult prose text a student can read with comprehension, and are administered to all sixth grade students as part of the Pupil Evaluation Program. Form A1 is for sixth-graders who are reading below grade level, and Form A2 for those reading at or above grade level. Two additional forms (B1 and B2) are available to schools on an optional basis for the spring testing. The test is untimed, although most students will need one hour of working time. Detailed directions are provided for administering and scoring the tests, as well as interpreting the results. Validity and reliability studies are presented, and the problems associated with grade-equivalent and grade-level readability scores are discussed. (RL)
