Rural Development Programs. A Citizen's Action Guide.

"Where the money is and what you'll need to do to get it," form the central theme of this citizen's guide to rural development. Designed to assist a community leader interested in implementing a development project, the guide concentrates on the sources which most frequently fund rural community development projects, i.e., the grant and loan programs from the federal government. Particular attention is given to the community and economic development programs administered by the Farmers' Home Administration within the U.S. Department of Agriculture, the Economic Development Administration within the U.S. Department of Commerce, and the Community Planning and Development staff within the U.S. Department of Housing and Urban Development. Mention is also given to other potential support programs in the Community Services Administration, the Environmental Protection Agency, the Small Business Administration and the Office of Minority Business Enterprise within the Department of Commerce. In addition to listing the funding sources, the guide discusses agency funding processes, the politics involved in applying, timing, competition, etc. The final portion of the guide comments on the high spots in the project implementation, including loan conditions, selection of project staff, sources for technical consultants, choice of construction firms, and maintenance of good relationships with funding sources.
