The report reviews progress and problems of states and localities in reporting, investigating, treating, and preventing child abuse and neglect. Six major recommendations focus on the role of the National Center on Child Abuse and Neglect, established within the Department of Health, Education, and Welfare to help states in identification, treatment, and prevention. Chapters are organized according to the following suggested activities for the Center: training personnel to identify and report child abuse as required by law; helping states improve the investigation of reports; helping states improve treatment (use of multidisciplinary teams, treatment plans for case management, central registers, legal assistance for child protection agencies); helping states develop prevention programs; and providing leadership by such actions as identifying and advocating successful approaches and programs. Among 10 appendixes is a list of demonstration project evaluations funded by the National Center on Child Abuse and Neglect. (CL)
