Energy Management. A Guide for School Districts.

A successful energy management program in a single school or a school district requires an energy audit or survey. The audit identifies how much energy is being consumed, as well as where it is going. Furthermore, it shows opportunities for energy conservation. The walk-through energy conservation survey is the method that has the best prospect for applicatlon to a school system. An outline for this type of survey and subsequent suggestions of energy conservation actions are provided. Energy conservation measures are grouped under the categories of space heating, domestic hot water, ventilation system, lighting system, and structural building system. A second type of energy audit is a computerized analysis using the "Public Schools Energy Conservation Service" (PSECS) developed by the Educational Facilities Laboratory. Instructions and forms for obtaining a PSECS audit are supplied. The third type of audit is a verification audit and economic analysis, sometimes called a "maxi-audit," done by an architectural or engineering consultant. A description of the procedure and a sample contract for consultant services are provided. (Author/MLF)
