The American Indian Policy Review Commission met on November 19, 1976, and began the session with a recital of broad goals developed by the staff from recommendations received from the task forces. Goals were stated as follows: reaffirming the commitment on tribal sovereignty and strengthening of tribal governments; affirming the permanency of tribal governments; reaffirming the trust relationship between the federal government and the tribes and improving the mechanisms for federal enforcement and protection; making a strong commitment to meet the needs of tribes for economic development, including a sufficient land base; improving the delivery systems for services to Indian people; and making a strong commitment to upgrade the standard of living for Indians to that of the nation in general. The staff also recommended that southern tribal existence, based on the maintenance of tribal identity, should be the basis for the Federal-Indian relationship. Tribes terminated or nonrecognized, meeting such existence criteria, should be eligible for federal recongition and services without a dimunition of those services available to current recognized tribes.
