Designed to serve as an introduction to the Comprehensive Employment and Training Act (CETA) for agencies serving the handicapped, this guide analyzes the CETA process and suggests ways in which CETA funds can be used to help handicapped persons achieve their vocational potential. After giving a brief history and overview of the legislation, the guide explains how the CETA organization works. The next seven sections describe eligible participants, allowable program activities, and the contents of each title included in the act. The final sections suggest ways of negotiating with prime sponsors, the contents of a proposal package, and things to look for in contract administration. The first of two appendixes lists and discusses the ten Virginia prime sponsors. The second appendix describes some CETA funded programs designed to benefit handicapped persons. (LRA)
