Funds provided by the Emergency School Aid Act Title VII Magnet Project in 1978-1979 were largely responsible for attainment by the Milwaukee Public Schools of voluntary desegregation through specialty schools designed to meet a variety of student needs and interests. The positive impact of magnet schools on system goals was confirmed by evaluation findings showing that (1) the majority of magnet program students reported that, compared with the previous year, they had more friends of other races and ethnic groups and attributed this to school-initiated activities; (2) magnet third and seventh grade students exceeded 1977-1978 city-wide reading and mathematics achievement with a larger percentage of high scorers and a smaller percentage of low scorers; (3) 86% of magnet parents reported satisfaction with their children's educational program; (4) 80% of high school students reported that they liked their magnet career specialties and 70% intended to re-enroll; and (5) the multicultural climate of magnet schools was assigned a significantly higher rating than comparable non-program schools. The few negative findings were limited to two failures to meet standards of racial balance and minor deviations from the high criteria set for program objectives. (Author/MK)
