Thai-Alberta Co-Operative Assessment Project Concerning Thirty-Two Rural Secondary Schools in the Third National Economic and Social Plan, Thailand (1972-1976). Final Report.

This extensive assessment project report focuses on the Rural Secondary Schools (RSS) Project in Thailand. The background, design, rationale and objectives of the assessment are described, as are the eight phases of the study: reconnaissance; proposals; basic planning and pre-testing; data collection; analysis; academic review; final report; and analytical review. Named as the most significant aspect of the assessment process is the total cooperation and parity between Thai and Canadian associates from the time of initial talks in 1975 to submission of the final report in 1980. Sample schools are from medium-sized provinces, districts, and sub-districts; and students are about evenly divided between males and females, with almost two-thirds coming from middle-class families. Discussed in depth are the following: nature and implementation of curricula; organization and administration of the project schools; physical facilities; and school finance. Following these items is a detailed report on interviews with key personnel in Thailand's Ministry of Education. Also included is a description of some of the initial and visible outcomes of the RSS project when measured in terms of school generations. The design of the assessment follows models postulated by Stufflebeam (1971) and Metfessel and Michael (1967). (AN)
