Warm Springs Confederated Tribes: A Study of the Economic Impact on Jefferson County School District 509-J.

The Jefferson County School District 509-J (Madras, Oregon), the Warm Springs Confederated Tribes, and selected community leaders cooperated in a 1979 study to determine the financial impact of the Warm Springs community on the district's budget and to provide reliable financial information for planning purposes. A task force gathered data dating from 1959 to the present and coinciding with the formation of joint educational responsibilities between the district and the Tribes. District revenue sources included property taxes, PL 81-874 funds, PL 81-815 construction funds, state and county funds, federal forest fees, federal support funds, and tax contributions from Portland General Electric for dam construction on Reservation land, an important economic factor for the area as a whole. Per pupil expenditures in 1977-78 were $1806.99, up 250% since 1967-68. While Indian students comprised 30% of the district school population, the tribal contributions were between 36%-46% of district educational expenses. In addition the tribes spent $350,000 in 1977 for education of their community members. Task force recommendations included: continuing joint educational planning and funding, especially as separate districts would raise district property taxes an average of 30%; developing a joint plan for funding construction; and developing an information dissemination plan.
