The program described in this report (covering 1980-1984) was developed to implement the provisions of the Library Services and Construction Act (LSCA) which provide for federal aid to assist the states in (1) establishing, extending, and improving public library services in developing areas; (2) constructing public libraries; (3) providing services for the handicapped and other disadvantaged persons; (4) strengthening the state library administrative agency; and (5) promoting interlibrary cooperation. The report contains introductory comments, as well as chapters on New Hampshire's economic and demographic background for library services; New Hampshire's library development statewide; the New Hampshire State Library; identification of present and projected needs within the state; long-range program objectives and procedures; public library construction; and the State Library's program evaluation policy.
