Information concerning Maryland's 17 community colleges and the Maryland State Board for Community Colleges (SBCC) is presented as a guide for the development of instructional programs, capital facilities, budgetary projections, and evaluation activities. The report first analyzes the success the Maryland community colleges have enjoyed in the areas of student goal achievement, faculty competence, local support, geographic access, quality of facilities, and comprehensive curriculum development. Special problems are then discussed, including current fiscal constraints, the decline of the liberal arts, increases in reporting and regulations, and the maintenance of low tuition rates. Subsequent sections present enrollment projections; a discussion of the status of instructional programs, including transfer, vocational, adult, and community education programs; and an examination of current operating expenses and present and projected requirements for facilities. Objectives and goals for the SBCC and for the colleges themselves are then enumerated, followed by a description of the three major policy directions to be followed in fiscal year 1981: improvement of inadequate funding, energy conservation, and reduction of deferred maintenance. The report then profiles each of the colleges in terms of programs and facilities and discusses the attainment of SBCC's objectives. (JP)
