The Danish System Revisited.

The paper is a supplement to an earlier paper in the same series which reviews Danish higher education until 1977. Expansion in higher education in the last 20 years, approaching the scale of mass higher education, culminated in a crisis in 1977. At that time, a trend toward self-government and participatory governing boards was seen as the end of traditional autonomy of the university. Twenty months later there was little of the earlier talk of altering the 1973 law that had caused these changes; in fact, that law was regarded as the established way of doing things. The crisis of the 1970's seems at an end, although one problem remains: the job market and its ability to absorb the graduates. While the crisis is foreseen, little has been done to plan for it, and it is not known when the problem will become serious. At the moment the strategy is to watch and wait. A significant result of this history is that for the first time in Denmark there is a sense that what happens outside the universities will affect what goes on inside them. In this case intellectual life has continued at a high level despite the decline in the traditional university autonomy. Therefore it may be possible for the historic organization of higher education to change naturally with the times. (Author/MSE)
