Equity in State Provisions for Financing Capital Outlay.

This paper, one of two related documents, is a summary of research presented to the Arizona state legislature concerning the participation of various states in the financing of capital outlay for school building construction. Along with a description of the various support programs, consideration is given to the questions of who determines need, how the monies can be used, and how the programs are funded. The six allocation procedures, which are accompanied by a brief description of each state program, include full state funding, approved project cost grants, state flat grants, state equalizing grants, state loans, and the use of school building authorities. Also discussed are the advantages and disadvantages of each allocation procedure. A final section analyzes determination of need in various states. (Author/LD)
